Request For Information (RFI) to provide
Electric Utility Management Services
to the Long Island Power Authority
Introduction
The Long Island Power Authority (the "Authority") is requesting information and expressions of interest from potential service providers of electric utility management services and other interested parties. The Authority's transmission and distribution system on Long Island, New York, serves approximately 1.1 million customers. The Authority contracts for services in support of the day-to-day operation and management of its electric utility system. These services include, but are not limited to, transmission and distribution facility operation, planning, engineering, construction, customer service, meter reading, billing, collection, financial and operational reporting, along with associated support services.
The contract between the Authority and the current service provider expires December 31, 2013. The Authority has released the Request for Information ("RFI") in an effort to gather information to help the Authority assess its alternatives for contracting of future electric utility management services.
Purpose
The purpose of this RFI is to solicit input from potential service providers ("PSPs") in connection with the provision of Electric Utility Management Services to the Authority. Information gained from this RFI will be used to assess the terms, conditions, and other information of interest and/or concern to respondents, and to encourage the submission of high-quality proposals to provide Electric Utility Management Services in response to the forthcoming expiration of the Authority's current Management Services Agreement, as amended and restated (the "MSA").
The Authority will not award a contract on the basis of this RFI or pay for information solicited herein. Responses to this RFI will be treated as information only. Interested respondents are encouraged to respond in detail to this RFI, however failure to submit a response will not impact a respondent's ability to respond to a competitive bidding process for Electric Utility Management Services or influence the selection of a new service provider resulting there from.

If interested parties have questions regarding the RFI, they should submit their questions via the Question & Answer portion of the Web site (see "Q & A" link above)
by November 6, 2009.
Parties must submit a registration as described below to gain access to this portion of the Web site. Questions will be posted anonymously and responses will be available to all registrants. The Authority plans to post responses no later than November 27, 2009.
Access to the Additional Documents and Question & Answers Sections
To gain access to the Additional Documents and Q&A sections, interest parties must submit a Web site registration request via the "Web site Registration" link above.
Once a registration request is submitted, the Authority will issue a username and password via e-mail. This may take up to two business days. Once you receive your user name and password, you will be able to "log-in" to access these sections of the Web site. All registered parties will have access to the same information on the RFI Web site.

This notice is for administrative purposes only and is intended to facilitate proper communications between the Authority and respondents. While timely submittal of a Notice of Intent to Respond to the RFI is strongly encouraged, such notice is not a prerequisite to submitting a response to this RFI. Interested parties may submit responses to this RFI even if they have not submitted a Notice of Intent to Respond.
